the centre of the city of Victoria. This, in conjunction with the removal of Government House, which is already in hand, will give an opportunity for the re-planning of a considerable and important section of the city. A scheme of a different character which is also under active consideration, is the reclamation of a further section in front of the present Praya or water-front between the Royal Naval Dockyard and the Hong Kong and Yaumati Ferry Pier. There are other possibilities of reclamation and site formation elsewhere, particularly in Kowloon and the New Territories. Schemes have also been put forward from time to time for the removal from the central or suburban areas of Victoria of other activities, e.g. the Dairy Farm and the University, which would free land for other development as well as having advantages from the points of view of public health and University development respectively.

All these are schemes which require individual examination; the Town Planning authority which it is intended to establish, would, when it is in operation, have to be consulted about them and I do not at present pretend that I am satisfied of the desirability of all of them, even in principle. approval for any individual schemes.

I do desire, however, to request your consideration of the possible means of financing schemes of this kind with the general object of replanning and improving the urban area of the Colony. Many of the suggested schemes should in the course of time prove remunerative, but it may well be many years before receipts from land sales, etc. could cover initial expenses.
